The council, which has 74 councillors, has been run by the Conservative Group, which had 39 councillors.
But, it emerged on Wednesday that two Conservative Councillors were being suspended from the group over details of their involvement in potentially setting up a new political party.
The situation means the administration now has 37 councillors.
