The video, shared on social media, shows what appears to be a man walking two dogs around Blue Bell playing fields in Sutton Hill, Telford.
One of the dogs is seen squatting near the bushes, as the man holding the lead watches on. The dog walker then seems to walk away, failing to pick up after his pooch.
Telford & Wrekin Council said the incident happened on Thursday, November 7, at around 10.30am.
It is now asking for help to identify the dog walker and offering a £50 reward, as part of a new pilot scheme to encourage residents to report pet owners who don't pick up the poo.
The figure represents half the sum of the fixed penalty notice issued, and the initiative aims to encourage community engagement in maintaining the cleanliness of public spaces and to promote responsible dog ownership.
Councillor Richard Overton, deputy leader and cabinet member for highways, housing and enforcement, added: “We know there are a few people who persistently allow their dogs to foul in certain areas.
“This reward scheme empowers the community to act and help us tackle this issue effectively. By working together, we can ensure our parks and streets remain clean and enjoyable for everyone.”
