The strategy, which is due to be considered by the authority's cabinet next week, sets out the detailed costs of projects being considered by the council.
The issue of funding for the North West Relief Road has been unclear for some time.
Costs on the project are known to have increased significantly from the original £81m estimate - but the council has remained tight-lipped over the exact amount it needs to build the road, if it finally gets planning permission.
But now, under the priority capital schemes section of the proposed financial strategy, the council lists a 'budget uplift' as being required for a funding gap with the scheme.
It puts the amount required at £111.4m, and lists the source of the funding as 'external grants'.
