Leaders at 'inadequate' Shropshire foster agency slated again by Ofsted for 'failing' to make improvements

Inspectors revisited Flying Colours Foster Care, which covers Shropshire, on December 17 after it was deemed 'Inadequate' by the education watchdog following a visit in October last year.
In another damning report, Ofsted inspectors have concluded that management have "failed to take the required action" to improve the firm, and that the leadership and management of the agency based in Whitchurch "remain a concern".
A series of requirements have been set out before inspectors visit again, with a deadline of April 25.
Inspectors did note that that "progress has been made in some areas". The report stated that managers have appointed a new panel chair, that action has been taken to update the agency’s policies and distribute these to staff and foster carers, and that most foster carers are receiving "good support".
However, inspectors said there are still "several issues that managers need to address" moving forward.
A report published on February 7 said: "Although some progress has been made, shortfalls remain in the leadership and management of the agency. The registered manager does not have the appropriate management qualification. This shortfall was first identified in 2017, but the manager has failed to take the required action.
"Furthermore, this has not been addressed by the responsible individual. Managers have created an action plan to show how they would make the necessary improvements to leadership and management; however, they have failed to fully implement it.
