Officers were called to the A53 near Hodnet at around 8.40am on Saturday after several reports of horse-and-trap racing on the road, making it dangerous for other road users.
By the time police arrived at the scene, several vehicles had left the area - but they were able to intercept and seize one truck which was thought to have been involved and was also found to be untaxed.
A West Mercia Police chief inspector said the force will continue patrols in the area amid safety concerns for motorists and those involved.
Chief Inspector Claire Greenaway said: "We received several calls around 8.40am on Saturday morning with reports of horse-and-trap racing on the A53, Hodnet. When officers arrived at the location a number of vehicles had left the area, but one vehicle was seized for having no tax.
"West Mercia Police take the safety of the public very seriously and horse-and-trap racing poses a risk to not only those taking part but also other road users.
"Patrols of this road will continue, and we will always work to maintain the safety of the public and minimise any disruption to our communities, taking strong action where we have legal grounds to do so."
Market Drayton police community support officer Tara Carruthers posted on the force's Neighbourhood Matters page reporting the incident.
She said police will continue to ensure that the highway is being "used as it should and that road users are not being put in danger".

The seized truck was loaded onto a recovery vehicle and removed.
The area has previous history with horse-and-trap racing on its roads.
Last year, police appealed for information after a "large number of horse-and-carts" were seen racing on the A53 between the Tern Hill and Hodnet roundabouts.
