Susan Vincent recorded a breath test result of 160 microgrammes of alcohol in 100 millilitres of breath

Mr Nicholas Powell made the comment when he sentenced a woman whose afternoon breath test was more than four-and-a-half times the legal limit.

Welshpool Magistrates Court heard on Tuesday how police received reports of a woman passed out in a car on July 7. A Vauxhall Meriva matching the description was seen at Poundstretcher in Newtown but left.

Officers then found Susan Vincent in Llanfair Road where she was slurring her words, smelt of alcohol and had glazed eyes.
