A three-week waste collection cycle could be introduced in a move that the authority hopes will save £1 million.
The idea is part of the council's consultation on proposed £8.5 million of savings, which also includes switching some streetlights for part of the time.
Residents in Bridgnorth were among those aghast at the proposal.
One Facebook user said: “How is this going to work for people who have no garden or anywhere to keep their rubbish, again it's going to be more fly-tipping?”
Others feared that it could lead to "rotting waste" in the streets.
Even Bridgnorth's mayor, Councillor Ian Wellings ,was opposed to the proposals.
He said: “So Shropshire Council want opinions on three-weekly bin collections, they're just going through the motions; all opinions will be ignored as per usual.
“How can you give a meaningful opinion on any of these proposals if no financial information of ‘savings’ is provided?”
He added: ”Has anyone seen the rationale of how this latest ‘clutching at straws’ idea actually works and saves money. Staff have still got to be paid unless they are reducing their hours?"
Shropshire Council is proposing two ideas in its consultation: with either non-recyclable waste bin emptied every three weeks and all recycling continuing to be collected every two weeks, or both non-recyclable waste and other recycling to be on a three-week schedule.
Garden waste subscription collections would continue every two weeks in both scenarios.
