We don't know why, and in fact know virtually nothing about this picture in our files, but we do recognise Ernie, who was a local councillor for many years. He became chairman of Wellington Urban District Council in May 1965 for a year of office, so as he is wearing a chain of office a likely date for the picture is between May 1965 and May 1966 (unless of course he served more than one term).
