Plan lodged to change Telford house into children’s residential care home

An application has been lodged with Telford and Wrekin Council for a Certificate of Lawfulness so that a house can be turned into a residential care home for children.

If successful the house in Priorslee Road, Snedshill in Telford would serve three youngsters aged 11 to 18 years who have difficulty living in family environments.

The proposed residential home will be registered with Ofsted and run by Sea Bee Care, an established organisation in this field, say the application documents.

Background documents sent to planners at Telford & Wrekin Council say the children will be overseen by two carers working on a shift basis, ensuring around-the-clock care. One carer will stay overnight.

Planning agents at London-based Cityscape say that they don’t consider that full planning permission is required because it does not “constitute a significant change”.

They acknowledge that it is a change of use from C3 dwelling to C2 residential.

A statement from the planning agents says: “This is applicable to the proposal at 1A Priorslee Road, where the property would change from C3 to C2 but would still constitute a permanent place of residence for three children/young people, thus preserving the primary function of the dwelling as a dwelling.

“The property will continue to maintain the appearance and character of a domestic dwelling.”

They add that having five or six people on the site at any one time “will not lead to any intensification at the site and will not generate any substantial increase in comings and goings, noise, or disturbance.”

The children on the premises would stay until they have turned 18 and “will be supervised by staff members at all times, including overnight to ensure their safety and wellbeing and to prevent antisocial behaviour".
