Where's the value in police commissioners?

Now we have a police commissioner in spite of a protest no vote. Apparently with a deputy and bits and pieces the cost will be in the region of £500,000.
Rather than spending £500,000 on two retired police officers, wouldn't an economical, sensible way of spending that money be to employ 14 or
15 acting police officers who would actually do something? I feel sure extra policemen would be of much more value to the public and police.
So let's put these pensioners back into retirement and let the police get on with their job.
