The 21-year-old, who played more than 100 times for Salop in the third tier of English football, was first linked to a move on Monday evening when the Seasiders' interest was first revealed by the Shropshire Star.
Bloxham travelled up to Lancashire on Tuesday for a medical, and he has now completed a switch to Steve Bruce's side for an undisclosed fee.
Director of football Micky Moore, said: “It is with a heavy heart that we decided to accept Blackpool’s bid for Tom.
“Ultimately, a player trade model relies on taking academy prospects, developing them, promoting them to the first team and selling them on for a profit.
“Tom is a shining example of this – and I must stress we would not have accepted Blackpool’s bid if it had not met our valuation.
“The money received from the transfer will be reinvested into the club, first-team and player trading model.”
Bloxham came through the academy ranks in Shropshire after being scouted in 2018, and he scored eight league goals during his time with the club.
He made his League One debut against Lincoln on April 27, 2021, and he scored for the first time the following season with a fantastic bicycle kick against Gillingham.
The youngster's final appearance for Town came in the 1-0 defeat at Leyton Orient, and his move to Blackpool ends a seven-year association with the club.
Following his departure, Bloxham posted on social media: "Salop fans, I just wanted to drop you one last message to say a huge thank you for all the support you have given me over the past seven years.
"I've absolutely loved my time at the club and feel I've really progressed as a player.
"I truly am sad to be leaving and I’m really going to miss everyone.
"But this just feels like the right move at the right time.
"I want to wish Gareth, the lads and everyone connected to the club the very best of luck for the rest of this season and the seasons to come.
"Cheers, Blocko."
